David E. Richter is an owner and Vice President of CFR. Prior to forming CFR, Mr. Richter was employed as a Special Agent with the Federal Bureau of Investigation for 23 years. Mr. Richter has been successful in investigating insurance fraud including one of the largest insider frauds in the Philadelphia Area. Mr. Richter was the FBI's lead investigator assigned to a federal, state and local task forces responsible for the successful prosecution of "The Johnston Gang" a notorious Chester County, PA gang involved in committing murders, robberies and burglaries. He is a member of the Chester County Chiefs of Police, Society of Former FBI Agents and Pennsylvania Association of Licensed Investigators. Mr. Richter holds a Bachelor of Arts degree.
